Modi and Amit Shah have given Owaisi incentives to contest Bihar elections so as to split the minority vote which is otherwise going to go to the Nitish-Lalu-Congress combine. Owaisi will not win but his role will be to spoil the chances of the Nitish-Lalu-Cong combine; he has essentially become a BJP agent.
