.......in dealing with corrupt IAS officers. Many would love to work for CONmen (so that they can shirk from work while making "extra" money). They can turn against Modi and make his life miserable. When Naidu was the CM of united AP, IAS officers turned against him because he made them accountable. He lost the election to a super CONman - YSR.
