The below comment sums it up perfectly:

"As a private citizen the Clinton's can do pretty much what they want. If they can convince the Saudi's to donate $5 million to their charity, more power to them. Once you decide you are going to run for President, then the rules change. Anyone with a working brain knows that Hillary decided to run for President in 2016 in 2008. Her Sec. of State job was punching her foreign policy ticket. By itself, that is a good thing. The problem is the Clinton Foundation. Other people can also add, they know Hillary is going to run and they know their is a good chance she will win. They therefore donate unlimited funds to her foundation to curry favor. They hire her and Bill to give speeches at exorbitant fees, again to curry favor. This is classic "Pay to Play." Is it illegal? No. Does it give the appearance of impropriety? Yes. Does it appear that she has been bought? If it walks like a duck, if it has feathers and quacks, its a Duck!! "

And the liberal Huffington post calls for the foundation to be shut down
