A win-win solution for Tamil Nadu and Karnataka's water problems
right now TN and Karnataka are fighting with each other over water. Supreme Court has directed Karnataka to release some of the Cauvery river water to TN but Karnataka has refused to do so saying they don't have enough water for themselves.
I offer a solution to the problem.
My solution is that other states should chip in and help out both TN and Karnataka by supplying water to both states. (It is ridiculous that very frequently parts of India are affected by drought and other parts by flood.)
The way out is to do inter-linking of all rivers throughout India. When waters from the Ganges, the Brahmaputra, and the Indus reach Karnataka and TN then the water problem would be solved. An additional advantage in water-linking is that land locked states like Uttar Pradesh can disperse their pollution through the river water to the Indian Ocean via Karnataka and Tamil Nadu.
Seems to be a win-win solution for everyone.

Rash,
Western Ghats of Karnataka and Maharastra get lot of rain in a short period of time. If India combines the resources of these states and TN, and comes up with a long term plan, it may solve some of the problems in areas serviced by river Kaveri.
