Why not? 
It is the job of home (toilet) owners to arrange for the water. If there is no running water then they should fill the toilet tanks with water themselves, like I used to do when I built my house in the village and there was no running water.
People should be happy and thankful that the Govt. is helping them in getting the toilets by paying for them.

try googling for "water queue in India" and click on google images
Find out the reasons for water shortage, instead of talking about the long queues of people waiting for water. Moreover, people need to do something about water shortage themselves instead of hoping that Govt. (especially P.M.) should fill their empty tanks.
