Here is a Sikular solution: 

Swachh Bharat should be implemented along the caste/reservation line. Those who enjoy reservations should be exempted from the program and given financial incentives for relieving themselves in public. The pampered minority should be given additional opportunities to follow what Dr. PBUH might have done - use stones to wipe their butts. Those who identify themselves as non-reservation Hindus should be punished severely if they do Aswachh Bharat....
