Gujarat election results closer than you think: Victory margin between 200 to 2000 votes in 16 seats

The BJP and Congress were locked in a nail-biting contest in at least 16 seats in Gujarat, where the victory margin was less than 2,000 votes and of just about 200 votes in a few.

In seats like Dholka and Fatepura, smaller parties like NCP and BSP ate into the crucial votes which some described as snatching of near-certain victories from the Congress. The independents also scored big in some seats.

The assembly seats to have seen a photo-finish included Himatnagar, Porbandar, Vijapur, Deodar, Dangs, Mansa and Godhra. At many places, independent candidates, primarily rebels, cut votes of either of the two main parties.

In tribal-dominated Dangs, Congress managed a slender margin of 768 over the nearest rival BJP while in Kaprada, another ST seat, the Congress sneaked victory by a mere 170 votes.

However, there were at least eight seats, where Congress candidates trailed their nearest rivals by less than 2,000 votes, including in Godhra where BJP’s C K Raulji won by just 258 votes. The NOTA votes counted 3,050 in Godhra and one independent candidate got over 18,000 votes to finish third.

In the Dholka constituency, Congress lost by a margin of 327 votes. Significantly, in this seat, the BSP and NCP bagged 3139 and 1198 votes respectively.

Similarly at the Fatepura seat, where BJP won by a margin of 2,711 votes over the Congress, the NCP candidate got 2747 votes.

Congress lost the Botad seat by a margin of 906 votes where BSP bagged 966 votes. Three independents collectively got around 7,500 votes here.

The BJP had its share of narrow misses as well. Apart from the Kaprada constituency, the party lost the Mansa seat by a vote of 524 votes and the Deodar seat by 972 votes.

As I write this, one 'North Korean' news channel is running the headline: "Modi PM till 2024?" Well, he might well be. His popularity remains extraordinary. But, for me, the lesson from Gujarat is different. It is a simple reminder that India's is still a fractured polity. And when you look at the 2014 electoral map, you remember another thing: the BJP's sweep of the north and west was unprecedented. It was a remarkable achievement, a perfect 10, a hole-in-one, six sixes in an over. But everyone seems to have so quickly adapted to that result that we have forgotten that nobody can hit six sixes in every over. Gujarat should remind us of this. Getting to 282 again is not that easy. Even in its impregnable bastion of Gujarat, the BJP's margins are fraying. Rural areas and the jobless are losing patience. The opposition is no longer a joke. Modi's in pole position still - but 2019 is wide open.

Ahmedabad: Patidar leader Hardik Patel on Monday accused the Bharatiya Janata Party (BJP) of tampering with EVM’s in Gujarat.

At a time, when the BJP is on its way to register another win in the state, Hardik while addressing a press conference said, “The results of BJP winning signifies that EVMs were tampered during the elections. In Surat, Rajkot and Ahmedabad particularly, there are reports of 12-15 seats where the BJP has won massively due to EVM tampering."

"I have been talking about this issue for the last three days. And I have read reports about EVM tampering as well. In Surat ward, where over one lakh Patidars live, they have informed us that EVMs have been tampered by the BJP", added Hardik.

The Patidar leader also urged the Congress party to raise the issue of EVM tampering.

"In the self-interest of the people, the Congress should also do the same and raise the issue of EVM tampering", said Hardik.

Hardik also differentiated the difference of using technology in elections in India and other countries.

"In Israel and Japan, where technology is so advanced there, EVMs are not used there, since people know about the disadvantages of using technology in elections. But, here (in India), it is the opposite," said Hardik.

On being asked whether he had proof to support EVM tampering, Hardik said: "As I said earlier, there is a calculator-like device connected to the EVM which automatically changes the vote counting margin of the winning candidate. I have seen it in my own eyes."

"There have been reports that even Wi-Fi and Bluetooth have been used for EVM tampering. If ATM can be hacked for money, then EVM also can be hacked for gaining votes," added Hardik.

The Patidar leader praised the Congress' neck-to-neck electoral fight against the BJP and thanked the people for supporting the Patidars during the agitation.

Threatening the BJP, Hardik said that he would continue the fight against EVMs and would be ready to go to jail again.

As the final results of the Gujarat Assembly elections are being tallied, it is clear that the Congress will win close to 80 of the 182 seats in the state Assembly. To put things into perspective, the last time the Congress won more seats in the Gujarat Assembly was in 1985, and that was a whopping 149 seats.

That year, Madhavsinh Solanki became the chief minister. The misrule was such that even today many remember that era – marked by Hindu-Muslim violence and poor law and order. Many Hindu traders remember that time for Muslim criminals and curfews.

In the next election, in 1990, the Congress won just 33 seats. In 1995, it improved its tally marginally to 45 seats. In 1998, 53 seats; in 2002, 51 seats; in 2007, 59 seats; and in 2012, 61 seats.

Winning close to 80 seats in Gujarat makes the Congress look not weak but rather a strong contender for power. It can be said that finally, the Congress in Gujarat has turned a leaf, and has moved beyond the Madhavsinh Solanki era.

The cherry on the cake is that this has happened when the tallest product of Gujarat BJP, Narendra Modi, is India's prime minister. It is no mean achievement to have staged a recovery on Modi's home turf when the Gujarati Modi-Shah duo has been winning state after state, wiping out the Congress in a mission to create a 'Congress-mukt' Bharat.

The BJP beat 22 years of anti-incumbency, that is true. Yet the numbers also show that the BJP was weakened more in this Assembly election than any recent Gujarat election. Its vote share has increased but so has the Congress'. The 'others' have disappeared. Congress rebel leader Shankersinh Vaghela's newly formed party is nowhere to be seen.

The Congress, with its ally the Bhartiya Tribal Party, has reduced the vote share gap with the BJP. The gap is now around seven percent, it used to be around 10 percent.

But that is a misleading statistic because the high vote share gap comes from the large margins with which the BJP wins its urban seats. The small margins on many seats, particularly rural seats, is reflective of how close this election was. If a few more things had gone the Congress' way, it could have actually won.

In the 2014 Lok Sabha elections, the BJP won 43.3 percent vote share. In the Uttar Pradesh Assembly elections, nearly three years later, it won 41.35 percent votes. In terms of both votes and seats, the BJP retained its popularity in Uttar Pradesh from 2014 to 2017.

This, however, is not the case in Gujarat. The party won each one of the 26 Lok Sabha seats in Gujarat in 2014 with a 59 percent vote share. The Congress, with 33 percent vote share, was 26 percent behind the BJP. If the 2014 Lok Sabha results were broken down, assembly/segment-wise, the BJP won 162 Assembly seats out of 182.

From that landslide to just a handful above the majority mark, the BJP has fallen quite a bit. When BJP leaders tell us to ignore these numbers and look at the fact that there was a 22 year-wave of anti-incumbency, it is an acknowledgement the Modi-fied BJP is not immune to anti-incumbency.

The Congress party has been so down and out since 2013 that the spectre of a 'Congress-mukt' Bharat has looked real. By staging a recovery in Gujarat, the Congress can finally have the confidence that it can recover, that it can put up a fight against the BJP and exploit anti-incumbency.

The BJP is going to form the government in Gujarat once again, but the Congress has won its highest ever seats in the state since 1985. It would be fair to say that the winner came second.

The BJP would be right to declare their mission Himachal Pradesh and Gujarat a total success and launch one full-throated celebration. Why is its response, therefore, muted? In his press conference today, instead of beaming his usual, post-conquest smile, BJP president Amit Shah had a frown, and a few complaints: with the Congress party, about how it “coarsened” the campaign in Gujarat.

Now, this is a first since the heady summer of 2014. Since then, any contest with the Congress (notably Haryana, Maharashtra and Uttarakhand) has been a walkover for the BJP. And where the Congress did a little bit better but fell short of a majority, as in Goa and Manipur, the BJP simply walked across, gravy train in tow, and conjured up a government of its own. So far, the only post-poll comments on the Congress had been jeers, mocking pity and ridicule for its “crown prince”.

The Congress has been thrashed in Himachal and lost a sixth consecutive election in Gujarat. Yet it has given the almighty national ruling party a cause to complain. That is what makes this election different.

Three things are crucial to this: place, timing and the social algebra, in that order.

Place, because Gujarat is the political karmabhoomi of Narendra Modi and Amit Shah. Both, especially Modi, have a demi-God status there and the very fact that they got such a fright is change. It has shown the people of Gujarat and the rest of the country that the prime minister can be challenged within his state. Until this campaign peaked, nobody in his party would have imagined their numbers falling in the first state election under Modi as prime minister.

Modi has a unique position in Indian politics. He is the first state leader to rise to the top at the Centre, and on his own steam. No prime minister of any durability until now, Nehru, Indira, Morarji, Rajiv, Narasimha Rao or Vajpayee represented a state. Modi rose from Gujarat, a mid-sized state, about one-third of UP and just a little over a half of neighbouring Maharashtra’s size. When he goes back to his fellow Gujaratis and makes an emotional appeal, you do not expect him to be run this close.

Timing is important because this coincides with the anointment of Rahul Gandhi as Congress president, so delayed it had become a joke. It was also affirming his reputation for diffidence and reluctance to take responsibility. He did that this time, dedicated time, energy and focus on the campaign in the most challenging state for his party, where it faces BJP in bipolar politics, and returned with a pretty good score-card, if not a victory. In the BJP’s—and popular—view, Rahul has now morphed into a potential challenger from a perpetual joke.

And social algebra because the challenge for the BJP has always been to use religion (Hindutva) to reunite what caste divided. L.K. Advani used the Mandir issue in the nineties to achieve that briefly. Narendra Modi is doing it by redefining Indian nationalism in terms of the majority’s faith. This majoritarian nationalism enabled him to sweep Uttar Pradesh earlier this year as many Hindus groups dumped their local caste loyalties and voted for BJP. Religion was again reuniting the Hindu vote, which caste had kept divided.

The new caste linkages the Congress stitched up in Gujarat, with Patel, OBC and Dalit leaders have challenged that construct in the state Modi-Shah would have considered their safest. They can complain about the Congress playing caste politics but the fact is that in Gujarat (with its history of KHAM, Kshatriya/Harijan/Adivasi/Muslim combination) it is threatening to return to the old normal. In other words, caste again threatens to divide what Hindutva has kept united for 25 years.

That is why even two clear BJP victories make it such a watershed election. It has opened up the political space which, until today, had seemed locked and sealed until the summer of 2019.

Or see it like this. After the 2014 sweep, the BJP had vowed to create a Congress-mukt (Congress-less) Bharat. It was well on its way there, knocking over state after state. With today’s result, it begins a fresh term in what can be aptly called a Congress-yukt (including Congress) Gujarat. This is as radical a change in script as you could have in your fourth year in power, without actually losing a state election.
