It's really up to the country (Govt.) purchasing goods from foreign firms / countries to nominate its local representative, including any company locally to handle various issues involving the purchased goods and the seller. It's like he who pays the piper calls the tune.

Indian voters were excited twice in last 35 years, first in 1984/85 and then in 2014/2015, grossly disappointed on both occasions. Mr. Clean Rajiv Gandhi and Mr. Clean Modi; both turned out to be anything but clean, latter being the worst.

Where are the jobs? How much black money did you bring back via demonetization? How much does each Rafale cost?

good question about the jobs, but that is a question for the company (the Indian representative in this purchase) and not whether Mr. Hollande (the ex-French Pres.) did (or did not) choose it!
