Smartha, he probably is trying to impress the religious vote bank with this advice. It sounds strange for a leader trying for a special (poor economic condition) status to his state (with 85 million population) advising people to have more children in his state than sought by others in the national campaign (2 or less children per family), considering especially that the population of India has already quadrupled since Independence in the past 70+ years (from 330 million in 1947 to more than 1.32 billion in 2018) --    http://creative.sulekha.com/post-independence-day-reflection_635124_blog
