This conference seems to be a calculated attempt to spread fear-mongering about Hinduism more than anything else.

Hindutva is simply the abbreviated form of Sanskrit 'Hindu tatva' (meaning Hindu ideology / principles), which basically stands for the same thing as anglicized 'Hinduism'.
In other words, the only difference between 'Hindutva' and 'Hinduism' is in different suffixes (-tva in Sanskrit and -ism in English) while the meaning remains same (Hindu ideology) in both cases.

Lamberdar in a village was a post which basically had very few financial rewards and was mostly honorific in nature. The post of lamberdar was essentially as a link between the Govt. and village.
The "duties" of a lamberdar included reporting any unusual happening in the village to the nearest police station (usually several miles away from the village).
Lamberdar would also send the news of any births and deaths to the police station once a month.
In addition, lamberdar would collect the land revenue (Govt. land tax) from villagers and send the amount to Govt. for which he would get 5% of the total amount collected as land tax by him. Note, this 5% on the tax collected by him from villagers was the only financial return for his services.
As my grandfather and father (after the death of my grandfather) were lamberdars, I noticed that 5% amount on land tax to lamberdar was a very meager sum and it was often not easy to make the villagers pay their land tax (sometimes the lamberdar having to pay himself on behalf of the defaulters).
