..don't know yet. But, we do know who created the previous mini-havoc STUXNET...

It was probably an employee or something of helped create STUXNET.

STUX was such a great code and so I'm assuming that someone who knew about it before hand or helped create it. Is probably the one who is recieving all of the FLAME's stolen information. What the government needs to do to get rid of it is to monitor all of the STUXNET creators computers and phones. So that if mass amounts of memory and files and passwords come flooding into one, you have caught your hacker/malware releaser. And if the govs pc's which are monitoring the STUXNET pc's get the flame virus from a STUXNET composer/user then thats another sign of catching the culprit. Because like any good malware it will do its best to keep you out of its host server. Just follow it, or create a virus specifically made to destory stux aka flame.
