all bluster. they are not serious about disabling fake or duplicate accounts. they are not even disclosing the real reason why these duplicate accounts exist. most of these accounts have been created by people who play social media games. if these accounts are disabled, zynga goes bust. if zynga goes bust, facebook loses significant revenue. then, zynga and facebook are sister companies (conflict of interest).

edit. i get a warning sometimes, "if you are using this account to play games..." now that fact is not mentioned in the article you cite!

but eventually it will change. zynga will have to close shop. facebook is increasingly being accessed through phones. it is difficult for facebook to advertise on phones but they will have to find a way to earn revenue.
