I did not read the article yet but on the general topic i feel western thought is based on japanese rise and subsequent stagnation.
Unlike japan, china is not an affluent country. Unprecedented growth of past 20 years calls for a short respite. But millions of poor chinese will force a resumption of growth cycle. It could take years to regain momentum.
China also needs to increase its internal consumption. A bigger problem is the contradiction between capitalist economy and communist govt.

I don't think this is any different than the situation India, young graduates in India still prefer to migrate/seek jobs abroad.

The biggest worry in China is their NPA (Non performing loans) and percentage of construction spending in their economy (believed to be around 60%).
Their biggest strength, their cash hoard (around 3 Trillion Dollars) , single party control right down to the district level.
Both of the above ensures that they can buy their way out in case of any issue, and also effect very quick changes to their policies (if need be). That is what they are doing.
They being UNSC permanent member gives them the weight to take care of their economic interests anywhere in the world. This includes a combination of seeking new markets (we have to give it them on the way they have courted Africa and Europe), and ensuring that no serious competitor (India) rise to their level.

China political flux. Bo was pushed out. Wen got exposed. His family stashed 3 billion. Looks like china is getting ready to become a real people's democracy.
