Licensed to swill
I might have mentioned in passing that in the glorious metropolis of Mumbai - that New York of East, that Shanghai of the West, that maximum city (haha) - has an advanced social welfare system that protects its citizenry from the evil vice of alochol.
Citizens (morally corrupt foreigners excluded) can't consume, transport or even possess alcohol without a permit issued by the Mahrashtra government in exchange for a small fee. Cops routinely go around checking the permits of people in pubs and bars, all for their own good of course.
After all these years of breaking the law and consuming, transporting and possessing liquor without the permit, I've learned the error of my ways and reformed. Yesterday, I got myself a lifetime Parwana from the Sarkar, that entitles me to consume / transport / possess two units of alcohol per week. Woo hoo.

I always knew that pubs and liquor stores need a permit, but its odd that consumers also need a license to drink alcohol. I doubt if that is true.

Yeah, in the first heady flush of legislative privilege, still drunk on Gandhianism, the legislators of the time enacted this little gem called the Bombay Prohibition Act in 1949. And there is an elaborate bureaucracy to enforce this half-brained morality even 60 years later, which revels in raiding the homes of old ladies who make chocolate with liqueur centers and dragging them off to the clink for that egregious crime.

Wow. So I was committing a crime whenever I drank in Mumbai and Pune. This is retarded. I can't believe they haven't repealed this nonsense.
