What does this mean?
The Vice-Chairman

It means that he is so bad he could not get an MD seat anywhere in India (including the same Ramachandra Medical College), and paid a hefty capitation fee to get this Master of Health Sciences degree (with a project in Diebetology, which, btw, he copied from the net). Also, he belongs to the family and trust that runs this "esteemed college" thus placing him as "Vice-Chairman"
Oh....Harvard-tie up...means the Ramachandra Medical College has received a small subcontract to do human trials of some new medicine on innocent patients.
I posted an opinion piece last week which outlined how many of these capitation fee colleges are run and how the family hold all chancellor, Vice-Chancellor, and other Admin positions in TN. Most of these are started and owned by politicians - past and present, and other influential people.
