How does a virginity test show that the military personnel did not rape these women...

So what kind of test will he administer to a housewife who claims to have been raped? After all, she will not be a virgin.

Koran does not give an answer for that. So your question must be invalid and unislamic.

Does it mean that the Arab men/military rapes only virgins? Hence their action to safeguard their "reputation?"

There may be a subtext to this. The women were not virgins ( and if they are unmarried), they were "loose" and hence, fair game. You have to look at the gallery they are playing to. This nonsense may very well resonate with them.
