Sure India can and India should deny visas to Americans who violate India rules.

The problem is that every Indian starting from 10 Janpath/Rashtrapati Bhavan, Delhi can be bought, so there are ways to get into India.

The easier option for Americans is to visit India through Pakistan, Nepal or Bangladesh. Americans would not need any visa and visiting hours are open 24x7.
