Mr. JOOHn Samuels looks and talks like a Nagercoil/Kanyakumari Tamilian.

How did he end up as a Chief Post Master in of all places J & K.

Look at the pics of 90% of the TN assembly and many look like him.

I don't think he has negroid features at all. He is dark-skinned, of course, but I have seen a lot of southern indians who look similar to him.
