This is a fascinating question. In one sense, you can never write a program to generate a random number, because your algorithm determines the numbers that you could possibly get, and in that sense the output is not random but pre-programmed. As Wikipedia says:

Several computational methods for random number generation exist, but often fall short of the goal of true randomness — though they may meet, with varying success, some of the statistical tests for randomness intended to measure how unpredictable their results are (that is, to what degree their patterns are discernible).

yes, the only true way of generating one would be by connecting the computer to a geiger counter.

Enough... I tried 10 questions and made enough errors, I am convinced I should postpone my GED exam to next year.

28 correct, 22 wrong. Made quite a few silly mistakes... but funny how I was transported back to high school and first couple of college years by many questions.
