Italian govt's promise! Empty Italian govt's promise!

The Italian govt. promised India that the guys who shot and killed fishermen near kerala coast will return to India if they are allowed to go to Italy for a holiday(?).

Now that they are in Italy, the Italian govt. says that they won't return to India! How do internationally famous statesman MMS and world famous MT-ji feel about the Italian behavior?
