China and Russia would have sent a stern warning PRIVATELY and a public friendly appeal. Collect data on similar cases in their own countries, and "swoop" on american diplomatS (every diplomat of any country has dirt) and put them under "preventive" custody.

And, you can see an even exchange being quickly worked out -to hell with laws.

Back in '90s a Jewish American (citizen) kid in Maryland did precisely the same to get away with murder. Isn't there a some dumb law or treaty that considers them both the US & Israel citizens

If India got hold of a couple of gay diplomats and let the Indian police treat them the way they treat all Indians, she will be dropped in India in a special charter flight. That is what the Russians would have done.

Look at the way the Chinese simply redraw their international boundary in the Atlantic Ocean and Japan, US and Korea quietly agreed after a couple of scenes.
