I guess they always bring an outsider to solve regional disputes.
Recently Chidambaram (TN) announced Telangana (2009), Veerappa Moily (Karnataka) for a while was put in charge of the process to divide AP, then a Kashmiri moslem guy, then Digvijay Singh (MP) a guy who lost his deposit in the last election to call shots (like a big shot) on dividing AP, and somewhere along the line A.K. Antony (Kerala) as the receiver of grievances for AP people - all for paving the way for a half Italian guy to grab the Prime Ministership of India.
