sh!t happens, we had our own version know as snowmageddon a few years ago. They don't get snow as much no wonder they're ill-equipped to deal with it.

There is no alternative.

Once a neigbhorhood goes black it never turns white. Once a southern city goes to a black mayor, it is extremely difficult for anyone else to become its mayor. Kasim or no Kasim.

If the Mayor had had a double digit IQ, he could have summoned/borrowed plows and spreaders from nearby towns all around Atlanta - they are all just 1 hour north, NE, NW of the mega city.
