Apparently, the govt. is planning on developing different towns in residual AP (to reverse the mistake they made in developing everything in Hyderabad and handing it and its revenue over to KCR on a platter while royally screwing coastal Andhra and Seema people) and build only an administrative capital (along the lines of state capitals in the US?). In the long run, this may well be a good thing for AP. Hopefully this will generate a lot of employment opportunities and students & job seekers from the region don't need to go to Hyderabad.

It could also be driving looking in the rear view mirror. 

What happened in old AP may not be a good idea in all cases.   A revenue less state needs ability to attract national and international investors.  A center (60% of investment) and decentralization as a long term policy (40% investment) may be explored.  One of the reasons why Seemandhra mass movement failed to gain national attention is the massive people rallies were happening in lot of small places.  

Center should be in the vijayawada Plus 30 kms and then 5 or 6 local hubs and even a second capital in Kurnool could be a good option.

SA should look to TN and learn. TN has 4 major cities - with another 5 fast developing into 2nd tier cities.

You have international flights out of madras, Trichy, Coimbatore and madurai. Salem, Tirunelveli, Namakkal, Tuticorin/Nagapatinam are developing fast into 2nd tier cities.

madras is still a shithole, onpar or maybe slightly better than calcutta.
