Modi's development model ignores Dalit rights: Dalits
AHMEDABAD: Dalits from different parts of the city came together on Sunday to speak out against the "much-touted development model of the Gujarat government". A memorandum, bearing thumb impressions in blood of more than 1,000 dalits, was sent to the state's chief secretary.
The memorandum, titled 'Ek Awaz, Ek Morcha', highlights the dalit community's anguish against the state government's policies. The community has accused the state's development model of being discriminatory in nature, especially against marginalized communities like dalits.
Jignesh Mewani, a dalit and social activist, claims that the Gujarat government had failed to provide a proper model for transformation of dalit lives.
"Chief minister Narendra Modi has been propagating a lopsided development model which largely ignores dalit rights. The government has given land to industries instead of dalits who deserve it more. In the memorandum, we have demanded land for dalits, tribals and OBCs under the Land Sealing Act. We have also sought for an official ban on manual scavenging and an end to the policy of giving jobs on contract," Mewani said.
Mewani said that in Gujarat the conviction rate in atrocity cases is just 4%. "Though there is a provision for special courts in every district, the government has not set up such courts that would help reduce pendency of cases," he said.

Perhaps Modi does not want to encourage people using their castes (ancestral family-occupation labels) to receive quotas and privileges from Govt. in education and jobs if or when he becomes the prime minister of India, like he is not in favor of continuing the archaic, discriminatory and divisive religious / communal laws for different communities in secular India.

Why is the conviction rate for anti-Dalit crimes in Gujarat only 4%
The conviction in courts is based on the real crimes and not because someone alleges or imagines that he / she is wronged and someone should go to jail or be penalized.
