She probably knew that the dynastic rule is going to continue and the family is going to continue to be in politics. For that, knowing hindi is very essential as it's a way to connect to people (at least in the MP rich northie states)

Not just MP rich but also population rich. In fact hindi speaking states like UP and Bihar have been allotted significantly less seats if we take into account their population.

If that was the intent she could have hired a tutor or two easily; and to think Rajiv & Sanjay, who were brought up in India, didn't know any Hindi is naive.
