When EC declares turnour percentage, I am assuming that it should be the percentage of eligible voters ONLY and 100% means it excludes citizens below 18 years. But yesterday NDTV raised an issue with EC saying TN and WB are reporting abnormal numbers, and they seem to suggest that turnout percentage is always percentage of total population of a constituency. So the term turnout percentage is confusing. Anybody knows the exact definition?

It is percentage of eligible voters. The election commission results website shows what percentage of total votes cast each party got. BJP's 31% is shown as 171 million votes... So about 550 million votes were cast, which makes 66% of the eligible voter count.

But this is percentage of votes cast for a party. But I am referring to the voter turnout percentage, declared by EC for a constituency.
I can't believe that NDTV's Dr Prannoy Roy, who is a veteran of many elections, would make such a big goof up. So we are missing something here.
