Hindi being used in debates in Telangana Assembly
HYDERABAD: It is almost 25 years that a chief minister who can speak in Hindi also has taken his seat in the assembly. And this has come about, thanks to the bifurcation of Andhra Pradesh into two states on June 2 into Andhra Pradesh and Telangana.
The first chief minister of Telangana state K Chandrasekhar Rao who spoke at length in the Telangana assembly on Thursday spoke in English, Telugu in its Telangana lingo, and in Hindi. The happiest person in the assembly perhaps was the Majlis-E-Ittehadul Muslimeen legislator Pasha Quadri who got replies to his questions from KCR in Hindi/Urdu.
In the united Andhra Pradesh state, none of the chief ministers from 1990 could speak in Hindi. Marri Channa Reddy was fluent in Urdu and he was chief minister from December 3, 1989 to December 17, 1990. That was second stint as chief minister - the first being from March 1978 to October 1980. ..
For the first time in 25 years, Telangana Rashtra Samithi (TRS) leader K Chandrasekhara Rao, who is now the chief minister of the newly formed Telangana state, is showing his language skills in Hindi.
In the South, Kerala chief minister Oomen Chandy's 'languages known' also include Hindi.

The article at the link in the OP--whose extracts i gave-- claims that Chandrababu Naidu does not know hindi. This seems to be false as per this:

the fact that Hindi is being used in debates in the Telangana assembly is a slap on the face of those who claim it is a north indian language.

Hyderabadi is just a variant of Hindi. It is the same language. Anyone who knows hindi can communicate with someone who knows Hyderabadi.

veryone in Telegana except the governor, some IAS, IPS officers and Hindian immigrants know Telugu. Why not speak solely in the language they all understand.
This Rao is eyeing PM post one day and licking Hindian boots as the first requirement to become PM.

The governor (ESL Narasimhan) tries to mouth a few Telugu sentences once in a while. Once he inaugurated a Telugu literature conference in Tirupati with a little speech which is still the talk of the town. Unknowingly some vulgarities rolled out of his mouth, and everyone was trying to find a way to stop him. It would be interesting to record how many completed sentences were spoken each day in t assembly. you probably can count without the help of paper or pencil or any instrument.
