They are all outside Usa. They have some resources but not enough to keep a tight leash like Usa. They all have immigrant Islamic communities. Is this the new strategy?

Boston bombings does not disprove my theory.  In addition to islamic terrorist efforts in USA, the terrorists found another niche outside USA. if you are remainding us that islamic terrorism is alive and well in USA, understood.
