RAM min 4 GB and upwards (if used for heavy coding, choose 8 GB but won't come within 500 bux)
Dual Core INTEL processor
HDD comes usually with 500GB+ (1+ TB is fine).
Windows 7 (vista is outdated ;-)
Blu ray player
HDMI output
2+ USB ports

Do you want a monitor too?
Choose a monitor that can be connected with cable (used as TV) and desktop (used as monitor). Can use remote to switch between the two. Minimum 26".
(Guestimate - My 2 cents + Your 499.98+IRS Stuff for the above = $800)

Unless usage is heavy coding and networking, you would not need 64 bit version. The monitor I recommended can be expensive - not the typical 16" LCD monitor. It is a TV+Monitor.

For $500 you can get a decent laptop for student / home use. If you have an old monitor lying around, you can connect it up to get a bigger screen when needed.

500 bucks can get very good (may be i5 ) laptop with Windows 7 64 bit and more than 500 GB HD, 4GB RAM. Get a desktop only if your kid is a serious gamer.
