....I think the PakiSatani military has finalized the plan and implemention has begun...

So that after it accomplishes its mission can blame India/RAW for the action and even start a war on that pretext.

I think Sharif is using RAW as an excuse to beef up his personal security (just in case, the military is planning to take over).
