Governor can’t sit on Bill forever: HP CM

Exasperated at the delay on part of Governor Acharya Devvrat in taking a final call on the pending Himachal Pradesh Sports (Registration, Recognition and Regulation of Associations) Bill 2015, Chief Minister Virbhadra Singh today said the Governor cannot indefinitely sit over the Bill as it amounts to constitutional violation.
Virbhadra said the Governor of any state must discharge his constitutional duties impartially as it remains his first and foremost duty.
The remarks come following delay on part of the Governor in taking a final call on giving assent or rejecting the sports Bill passed by the state Assembly.
“I think I will have to take another birth to be able to get a decision from the Governor on the pending sports Bill,” said Virbhadra.
He added he had no option but to leave it to the better sense of the Governor to take an early decision on the Bill, which is aimed at bringing about transparency and ensuring democratic functioning of various sports associations in the state.
The Chief Minister said though he had personal regard for the Governor, he couldn’t understand why he was delaying a decision on the Bill.
The BJP is vehemently opposed to the Bill as it feels the main objective of the government was to rein in the HP Cricket Association headed by Hamirpur MP Anurag Thakur, who is also former CM PK Dhumal’s son.
On April 11, 2015, the Assembly had passed the Bill amidst strong protest by the BJP. The Bill had been sent to Rajasthan Governor Kalyan Singh, who was holding additional charge of Himachal, for consent. But he left the decision to his successor, Acharya Devvrat, who assumed office on August 12.
