Infy Murthy's plan to promote PhDs

..."...we have to work out an agreement with the US, that these students whom we send from India will not be given employment in the US once they finish their PhD and they will have to come back to India and serve India for at least 10 years,” Murthy told a conference...

$5 Billion per year is a lot of money from tax payers to fund this kind of program. Also, how are why does it cost $500K per PhD student per year even if we paid the Universities the complete cost and even fund the cost of candidate stay and expenses?

So, he wants to indirectly fund the graduate programs of US universities. Some US universities have such an arrangement with Saudi Arabia and are finding that bringing these "free" students is not all that helpful to their programs.
Looks like Murthy and Saudis should learn from history. Genghis Khan brought experts from outside Mongolia to "transform" his nomadic society into a prosperous "modern" one. Mongolians are still nomadic although the Bedouins of Saudi Arabia are living an artificial modern lifestyle. How many scientific discoveries came out of Mongolia and Saudi Arabia?
India should build proper research infrastructure, eradicate nepotism in hiring, promote good scientific practices and reward those who publish in international high impact journals. Japan is a good example. Most outstanding Japanese scientists are trained locally. Japan was not a great nation for scientific discoveries during their previous generation.

As such hardly any "top" students hardly do masters or PhD. They all want to do Yem Bee AA at IIM.
India can hardly support, encourage, and retain the few PhDs who returned in the 90s. They are all already brain-dead and killed by the govt and society's casteist quotaism.

Which Indian politician would ever touch a policy that gives $5billion to Usa universities?
As Vp suggested look at past examples. SAUDI VS JAPAN.
India's top priority is to learn and customize existing knowledge base.
India should then focus on few specific goals such as domesticating defence manufacturing to the extent possible.
India should focus on preventive healthcare research because that is the only way India could ever pay for reasonable medical care of its citizens. Otherwise India will see frequent breakdown of its healthsystems with Ebola like crises.
India could also focus on relatively less complex technologies like 3 d manufacturing than basic sciences in the short run.
Of course India should also spend some money on basic research with the hope someday it can turn that into major contribution to the world of science.

Thats exactly what I thought. India can convince the US govt to issue only J1. But US may not oblige as it een wants to staple a green card with a MS diploma.
India can impose an Exit visa on students linked to passport renewal. Student loan default in India is sky high and that is easily some kind of a govt "support". except it supports all and sundry. Murthy wants to fund students who are interested in doing PhD at SVU?
