Seva - It means - Kheyt Waali Bhains: A buffalo from the farms.
Its the difference of the accent, as in BC often pronounced as Pencho.
Its a "derogatory" abuse for a woman, like most abuses in India are, because apparently only abusing women provokes men!

Someone emailed me the above quote in response to my recent posting "16 cancer causing foods...". I probably should ask that person to explain it. One difficulty, in my opinion, might be in the transliteration of the quote, due to English script not having enough letters to properly transliterate (in meaningful way) words / phrases from Indian regional languages.
