A quick attempt.

kEyUrANi na bhUshayanti purusham: ornaments (I forget which kind) do not decorate a person
hArAna chandrOjjvala - not even necklaces that shine like the moon
na snAnam na vilEpanam na kusumam - nor baths, creams and flowers
nAlankRtA mUrdhjAh - nor decorated hair
vANyEkA samalamkarOti purusham - [one's] voice is the only thing that flatters a person
yA sanskRtA dhAryatE - when worn by a cultured person
kshIyantE-akhila bhUshaNAni satatam - all other decorations always decay with time
vAgbhUshaNam bhUshaNam - the decoration of a good voice [and what you say with that voice] is the only worthy decoration.
