On September 1, the day of the original deadline, Chennai-based Envian Engineering Pvt Ltd, though not an interested party, petitioned the court, pleading for the entire process to be scrapped. "We sensed all this was a sham at the first pre-bid meeting on August 8," says a representative of one of the prospective bidders on condition of anonymity. "The government was not keen on anyone but the Singapore consortium, though there were seven interested parties, including two little-known Chinese companies. All questions and objections raised were brushed aside."

"The fundamentals of the Swiss Challenge, of it being an unsolicited, innovative and suo motu proposal from the OPP, are being compromised," says a spokesperson of one of the interested applicants. "Moreover, land which can fetch Rs 20 crore an acre is being offered at a throwaway Rs 4 crore." Others have questioned the validity of the Swiss Challenge method itself. For instance, the Vijay Kelkar committee had in its November 15 report on revisiting and revitalising the PPP model warned of the hidden dangers of the system, saying it could "bring information asymmetries in the procurement process and result in lack of transparency and in the fair and equal treatment of potential bidder". Yet, Naidu swears by the Swiss Challenge method, calling it the best option to develop a greenfield project. Except, it seems,in Amaravati.

Rumor is that palms are greased in Delhi and Hyderabad. No speedy action is expected. Jagan is AP people's problem.

Babu buys judges and keeps the money in Singapore. You seem to have very intimate details of Babu's doings. Now tell us where does Jagan hide his money? How come your deep knowledge seem to go very empty when it comes to Jagan?

Jagan is irrelevant to this discussion. Andhra voters told him that he is not fit to be their CM.
