Simple! 
In the case of TN, they worry about the possibility of separatism being revived (anti-Hindi agitation, Aryan vs. Dravidian, Tamils vs. Sinhalese, Tamil language vs other languages, etc.)...... 
In the case of Maya, they are scared of losing Dalit votes......

Modi will be foolish if he thinks that BJP has a chance to get elected in TN. He should do what is right, not what will help BJP chances in TN elections. If Modi and BJP declare themselves Dravidians, they may have a chance.......  That will be as credible as Aurangajeb's sishya claiming that his guru fostered Hinduism........   

Modi should tell Pannerselvan that Jallikattu is not different from animal cruelty.......
