Lucknow, March 19: New Uttar Pradesh chief minister Yogi Adityanath was today compared to the Pope and declared a future Prime Minister by his admirers and aides on his home turf of Gorakhpur.

At his oath-taking in Lucknow, cries of "Har Har Yogi" competed with the standard "Har Har Modi" as Prime Minister Narendra Modi and a host of Union ministers and other dignitaries looked on.

A group of 200-odd saffron-clad monks chanted "Jai Shri Ram" after every word of the oath that Adityanath uttered, creating a surcharged atmosphere and perhaps providing a glimpse of how the state might be run over the next five years.

In Gorakhpur, 300km to the east, a seer from Haridwar who had come to celebrate Adityanath's political elevation had to look beyond the continent to find a fitting analogy for the yogi's pre-eminence.

"This place where Yogiji lives (Gorakhnath Math) is like the Vatican," Mahant Manvendra told The Telegraph over the phone. "Today he is chief minister of the state; in future he would be leader of the country."

An aide to Adityanath was more explicit. "The Prime Minister may have chosen Yogiji as chief minister so he (Modi) can sail through the 2019 general election by continuing the polarisation of votes, but Yogiji may grow bigger than Modi by 2024," he said over the phone, asking not to be identified.

Some 900km away to the northwest, in Adityanath's home village of Panchur in Uttarakhand, his father Anand Singh endorsed the prediction.

"He'll now be serving India's most important state but soon he'll be at the Centre, serving the entire country," Singh told reporters as he watched his 44-year-old son's swearing-in on television.

Even some Union ministers weren't averse to bracketing Adityanath with Modi.

"For me, the best news of the century are Narendra Modi becoming Prime Minister and my younger brother Adityanath taking over as chief minister of Uttar Pradesh," Union minister Uma Bharati, a sadhvi herself, told reporters in Delhi.

Adityanath had shown his penchant for defiance as far back as 1991 when, as a teenaged member of Sangh student arm ABVP, he had contested independently for students' union president at Garhwal's Kotdwar Degree College after being refused the official nomination. He came fifth.

Since 1998, when the five-time MP joined politics, not a single Assembly election has passed in the state without him arm-twisting the BJP into handing tickets to his henchmen and admirers.

Despite getting dozens of his nominees on the list, he had openly chided the party leadership in 2007 and 2012 because some of his recommendations had been rejected.

This time, the BJP fielded about 30 of his nominees, including 12 members of the Hindu Yuva Vahini, Adityanath's private army of cadres that has been accused in several cases of communal violence.

Yet 10 Vahini members, who were snubbed, contested the election on Shiv Sena tickets against BJP candidates, with Adityanath merely issuing a token warning.

Many politicians visit Adityanath regularly at his Math to keep him in good humour.

In 1999, Yogi Adityanath won Gorakhpur by the slimmest of margins – 7,339 votes; 10 years later in 2009, he romped home with a winning margin of 2,20,000 votes. This year, locals are speculating on the winning margin, rather than the possibility of his victory, despite no particular signs of progress in this constituency.

Gorakhpur appears a melancholic border town on the Uttar Pradesh-Nepal border, yet to overcome the loss of its fertiliser factory, shuttered in 1990, its sugar mills that collapsed over the next decade, and its children – claimed by the hundreds every year by Japanese encephalitis. Male and female workforce participation is amongst the lowest in the country and a little more than 70 per cent of households still do not have an indoor toilet.

Over 15 years, Adityanath, an upper caste Kshatriya, has sunk deep roots in Gorakhpur. His clerks resolve squabbles in city neighbourhoods; his foot soldiers from the Hindu Yuva Vahini have been criticised for engineering riots in the countryside. His inflammatory anti-Muslim rhetoric has polarised eastern Uttar Pradesh, while his position as the mahant of the Gorakhnath temple lends his pronouncements an air of mystical profundity.

There is an element of truth in Yogi Adityanath’s claim that the BJP is consolidating a politics that goes beyond caste, at least in the way it was conventionally understood. But we are left with the disquieting conclusion that the form of consolidation “beyond caste” he practises will rely on an even more insidious communal politics. The political challenges of this moment are going to be immense. Modi’s rise to power has empowered a lot of nasty characters. Now they get wholescale control of the state apparatus in India’s largest state, and with every intention to reshape it in their image.

A forcing of the hand on the Ram Mandir issue is now an imminent prospect. Visible opposition will be difficult to mount because of the BJP’s total dominance, and this will likely make the situation worse. The usual safety valves of Indian democracy are slowly shutting. We have no idea of what kind of politics this suffocation will spawn. India’s enemies will be exulting that at a moment in world history, when all India had to do was to have a sensible policy, we have chosen to empower the worst of ourselves.

New Delhi: Amnesty International on Monday called for public withdrawal of the alleged inflammatory statements made in the past by BJP leader Yogi Adityanath, a day after he assumed charge as UP chief minister. "Adityanath has been one of Uttar Pradesh's most polarising politicians, given to hateful rhetoric that incites discrimination and hostility against minority groups, particularly Muslims," alleged Aakar Patel, Executive Director, Amnesty International India.

The five-time MP from Gorakhpur, a known Hindutva hardliner, who was sworn in as the 21st chief minister of the state, stayed at the VVIP Guest House overnight and has decided not to enter his official residence before conducting prayers and purification rituals. "As chief minister of India's most populous state, he and his party have an obligation to ensure that his positions do not become government policy. It is, therefore, imperative that he retracts any statements which may provide a license for others to abuse human rights," Patel said in statement by the global NGO.

The statement said Adityanath had called for India becoming a "Hindu state" and also made "polarising" statements claiming 'love jihad'. He faces criminal charges in multiple cases, including attempt to murder, criminal intimidation and rioting, Amnesty alleged, adding, "in 2007, he was detained for 15 days for allegedly inciting riots in Gorakhpur". Adityanath has been also charged in the past with endangering life or personal safety of others, unlawful assembly and trespassing on burial grounds.

A murder case is going on in the court of CJM, Maharajganj, according to his 2014 election affidavit. Adityanath is also the founder of the Hindu Yuva Vahini, an organisation which has often been accused of "instigating communal tension". "Adityanath's toxic ideas must not become part of his governance. By demonising Muslims, he has increased religious divisions and put ordinary people at risk of discrimination, hostility and violence.

"As the head of the Uttar Pradesh government, he must disown his poisonous statements, and ensure that his administration respects the rights of people of all faiths," Patel said.

The BJP leader and his Hindu Yuva Vahini face multiple cases for creating communal tension in state

Eighteen years ago, on February 10, 1999, Bharatiya Janata Party MP Yogi Adityanath and his armed supporters tried to capture a graveyard in Muslim-dominated Panchrukhiya village in Maharajganj district of Uttar Pradesh. But the police acted swiftly, and they had to flee.

On the way, however, they fired at a group of Samajwadi Party workers who had gathered on the main road close to the village for a routine demonstration against the then BJP government in the state. In the attack, at least four persons were injured. One of them, Head Constable Satyaprakash Yadav, who was the personal security guard of the Samajwadi Party leader leading the demonstration, Talat Aziz, later succumbed to bullet injuries.

A first information report filed by the police that same evening at the Kotwali thana in Maharajganj turned out to be the first in a series of such legal entries triggered by incidents involving Adityanath, directly or indirectly, in the years that followed. Many of these FIRs against Adityanath, now the chief minister of the recently formed BJP government in Uttar Pradesh, are still being investigated by the Crime Branch-Crime Investigation Department, the investigation and intelligence wing of the state police.

The FIR in the Panchrukhiya case names Adityanath and “24 other identified persons” for attempt to murder, rioting, carrying deadly weapons, defiling a place of worship, trespassing on a Muslim graveyard, and promoting enmity between two religious groups.

The case was significant partly because it was the first clear hint of the extent to which Adityanath was ready to go to manufacture a riot, and partly because the revelation came merely a year after he joined active politics, becoming a member of Parliament for the first time from the state’s Gorakhpur seat in 1998.

Riot record

For some time after he was named in the FIR, the Gorakhpur MP lay low. But once he formed his personal anti-minority outfit, the Hindu Yuva Vahini, in 2002, within weeks of the Godhra incident in Gujarat that year – when the death of 59 kar sevaks in a fire on the Sabarmati Express set off Hindu-Muslim riots that killed over 2,000 people in Gujarat – the outburst of communal riots became unusually frequent in Gorakhpur and its neighbourhood.

The region witnessed at least six major riots in the very first year since the group’s formation – at Mohan Mundera village in Kushinagar district, Nathua village in Gorakhpur district, and Turkmanpur locality in Gorakhpur city in June, at Narkataha village in Maharajganj in August, and at Bhedahi village in Maharajganj, and the Dhanghata locality of Sant Kabirnagar in September.

Most of these cases started off as criminal incidents that turned communal after Adityanath or other leaders of the Hindu Yuva Vahini jumped in. In all, between 2002 and 2007, when Adityanath was arrested and kept in lock-up, Gorakhpur and its neighbouring districts witnessed at least 22 major riots, most involving him or his henchmen.

These arrests, in fact, were the only time the police showed some spine in dealing with him and his outfit. The crackdown was in response to Hindu-Muslim riots that had erupted in and around Gorakhpur, caused primarily by a toxic campaign of communal politics by Adityanath and his group in the run-up to the Assembly elections in 2007. Two persons were killed, property worth crores was burnt, and the area remained under curfew for several days during that January-February period.

Adityanath and over a dozen leaders of the Hindu Yuva Vahini were arrested while they were marching towards the troubled areas of Gorakhpur on January 28, 2007, a day after he made an inflammatory speech aimed at turning a small criminal incident into a communal riot. The arrest was timed so as to prevent the group from carrying out its threat of burning the tazia – a replica of Imam Husain’s mausoleum in Iraq – that Muslim residents were to take out as part of a Muharram procession on January 29. Adityanath remained in lock-up till February 7, when he managed to get bail.

The arrest so unnerved Adityanath that on March 12, he broke down, his eyes welling up, on the floor of the Lok Sabha as he explained to Speaker Somnath Chatterjee what he called a “political conspiracy” to kill him.

Rabble rouser to chief minister

The shock apparently turned Adityanath wiser – or more political – as he refrained from personally leading mobs and participating in attacks on Muslims in the manner he used to earlier. He has since restricted himself to making inflammatory speeches and participating in token action, while letting his Hindu Yuva Vahini do the rest.

Most of the FIRs against him from that time are still alive, though their fate has become uncertain now that Adityanath has assumed power in the state. From the chief minister’s office, he can do a modest amount of good, and he can also do immense harm.
