Karnataka (77%), Andhra Pradesh (74%), Tamil Nadu (68%), Maharashtra (57%), .... , Himachal Pradesh (3%).

Looks like, just as we say UP and Bihar are bimaru, we should start saying that states south of Vindhyas indulge in bhrashtachar (may be they have more money and are not satisfied with what they have).
