What he is suggesting is a sort of what they have in Indian education system now. There are rich schools copying american system with presentation/projects/teamwork; numerous schools that prepare for rot students; then another set of schools for rotting students teaching just the basic reading/writing/arithmetic (like corporation schools). The combo system just evolved. Good or bad only time will tell.
