Through exit polls. Mostly skewed but can have a good probability.
Virginia 49% to 49% at 7 PM EST

They report each state as polls close there.

Yes, counting would take time, so when Fox News/CNN says it calls a particular state for a candidate, without a complete vote tally, how are they able to do that, without counting of votes ?
Another member said it is based off exit polls ? Are exit polls so reliable that they use it to decide a state ?

It is based on exit polls, but they only call states where the exit poll margins are big right after polls close. For the rest, they correlate exit polling with the actual precincts where counting happens and then call the state if there is a bigger margin than the margin if statistical error.

That is what i thought too that it is exit polls. But there is no way they could have got a response from every single person casting the vote. So it also has to be based on some sample size. However CNN website reports Ohio as Obama having 742588 votes and Romney as 545000.
BTW with 21% of exit polls counted, Obama seem to have a 16% margin in Ohio. So by this logic they should have called Ohio for Obama. May be it will happen soon.
