You are wrong!!!
UP is the second largest producer of rice (Andhra Pradesh is split into AP and Telangana).
However, remember that UP is a huge state. If it is divided into 3 states, then, the ranking will be different.

Average rice yield in Ganges-blessed UP has remained unchanged from 2001-2011 at 2.1 tonnes/hectare. Yield in water-starved TN was 2.8 tonnes/hectare in 2008 (I couldn't find more recent figures).

Please give some reference for your rice claim if u would like me to comment on it.

The economic disparity in eastern and western UP means that farmers in eastern UP do not use modern machinery and equipment to do their farming. Once eastern UP farmers start using modern equipment ( like tractors instead of bullock carts) and also usage of high quality seeds, sufficient amount of fertilizer, pesticides, etc. to do farming one can expect the yield of crops grown in eastern UP to rise.

i would be the happiest person if TN and AP farmers manage to kick UP farmers to the bottom of the table since that will be an incentive to UP farmers to increase production and the resultant competition would be good for the country. For me, my country comes before my state.
