You are wrong!!!

UP is the second largest producer of rice (Andhra Pradesh is split into AP and Telangana).

However, remember that UP is a huge state. If it is divided into 3 states, then, the ranking will be different.

U are right that I should take into account the AP split. Also this thread was in response to this post:

Average rice yield in Ganges-blessed UP has remained unchanged from 2001-2011 at 2.1 tonnes/hectare. Yield in water-starved TN was 2.8 tonnes/hectare in 2008 (I couldn't find more recent figures).

Turns out it's a laggard on wheat as well: http://www.business-standard.com/article/economy-policy/punjab-on-top-in-per-hectare-yield-of-wheat-106102501049_1.html

Why is UP never a leader in any desirable metric, Rashmun? Why??

UP is number 5 amongst all Indian states in average wheat yield per hectare as per the article cited by you. That hardly makes it a laggard.

Please give some reference for your rice claim if u would like me to comment on it.

Wheat is grown in meaningful quantities in only 10 states in India. And UP stands 5th in yield amongst these, despite the natural bounty it has from the Ganges and its alluvial soil. But I suppose a just-pass grade is a commendable achievement for a state that earns a Fail grade on just about every other desirable metric. So no quibbles there - I withdraw the use of the word "laggard". UP is just mediocre in wheat cultivation.

The map for wheat production is showing 'Top 10 States' for wheat production. For instance wheat is grown in smaller quantities in Telangana and present day Andhra Pradesh ( see this-- http://www.mapsofindia.com/andhra-pradesh/economy/agriculture.html ). So the score sheet is not 5/10.

With respect to rice one possible explanation is that the rice of UP is long grain rice( particularly Basmati rice) which has smaller yields.

The economic disparity in eastern and western UP means that farmers in eastern UP do not use modern machinery and equipment to do their farming. Once eastern UP farmers start using modern equipment ( like tractors instead of bullock carts) and also usage of high quality seeds, sufficient amount of fertilizer, pesticides, etc. to do farming one can expect the yield of crops grown in eastern UP to rise.

And once the TN farmers get enough water and if AP farmers don't get ravaged by cyclones , they can kick the UP farmers to the bottom of all tables.

i would be the happiest person if TN and AP farmers manage to kick UP farmers to the bottom of the table since that will be an incentive to UP farmers to increase production and the resultant competition would be good for the country. For me, my country comes before my state.

Rashmun, is this the result of U.P. farmers using the recently "discovered" revolutionary techniques for seedling transplantations by the Bihari farmers?
