It's not going to work if they want to build something like Naya Raipur in the Vijayawada - Guntur - Mangalagiri area. For building Naya Raipur Chattisgarh govt, paid Rs. 1-3 lakhs per acre for 20,000 acres.
However, land in Vijayawada-Guntur-Mangalagiri area costs anywhere from Rs. 15-30 crores/acre.
Probably they can take the concept of Naya Raipur build it where land is relatively cheap, or free (lot of govt. land already being there).

If they decentralize administrative functions they wouldn't need to acquire as much land in on location, right? Also, I think investing in an international airport at this time is a sheer waste of money, instead they should look into developing areas like Jaggaihapet, Sullurpeta, Hindupur which are in close proximity (125 miles) to international airports.

I think sullur pet and hindupur development should be taken up at a massive level.They could provide an excellent opportunity to gain from existing growth centers.
