Uttar Pradesh: Grief and anger after more than 60 children murdered in Gorakhpur

The parents of a baby girl who died at the Gorakhpur hospital -- where 63 children died over the last five days -- have contradicted the government's claim that the oxygen problem was a one-time occurrence which started on the evening of August 10 and was sorted out by the next morning.
"Oxygen levels were low two days ago too," said Ajay Shukla, the father of Sarika Shukla, who was only 17 days old when she died around 5 pm on August 10 -- two hours before an oxygen shortage started at the pediatrics wing of the Baba Raghav Das Medical College. The hospital said the baby had died of cardio-respiratory failure, meaning a cardiac arrest that led to respiratory failure.
On August 8 too, there was a low oxygen supply situation at the NICU ward and a monitor that they were told was an "Oxygen level monitor", was beeping with the red sign which indicated low oxygen, said Abhineet Kumar Shukla, the child's relative.
The oxygen levels, the family says, dipped on August 10, too, and described the chaotic scenes at the hospital, where many wondered how so many babies were dying. That day, around half-a-dozen babies died between midnight and 6.30 am. Another five died within three-and-a-half hours from 1.30 pm. The family has demanded that if there is any CCTV footage from inside the ward, it be examined and the oxygen monitor be checked.
Chief Minister Yogi Adityanath, who visited the hospital this morning along with Union health minister JP Nadda, has said it would be a "heinous act" if the deaths were caused by a disruption in the supply of oxygen. An investigation has already been ordered into the matter.
The government said hospital administration had not released the funds for the oxygen supplier till August 11, even though it had been cleared on August 5. The government has also said no deaths had also said no deaths had occurred while the 800-bed hospital was operating without any oxygen supply.
Denying any wrongdoing, suspended Hospital chief Rajeev Misra has blamed red tape for the delay in clearance of payments. He resigned later last night, taking moral responsibility for the deaths.

Suspended head of the Gorakhpur medical college where 30 children died in 48 hours, Dr Rajeev Misra said he owned responsibility "for the death of innocent children" but contradicted the Yogi Adityanath government that he took too long to seek funds needed to pay for the oxygen supplier.
63 children including several newborns have died in the last five days at Baba Raghav Das Medical College in Gorakhpur, prompting even Prime Minister Narendra Modi to take note of the tragedy and send junior health minister Anupriya Patel to Gorakhpur for a first-hand assessment of the situation. PM Modi also spoke with Uttar Pradesh Chief Minister Yogi Adityanath in this connection.
The government has denied that the deaths were linked to a disruption in supply of oxygen, insisted that deaths of children in the hospital this year was much lower than previous years due to steps taken by the administration and ordered a second inquiry by Chief Secretary into the 2014 contract for the supply of oxygen.
At a joint press conference with Chief Minister Yogi Adityanath and Health Minister Siddharth Nath Singh, Medical Education Minister Ashutosh Tandon said the medical college principal, Dr Misra's request for money had reached the administration only on 4 August and sanction orders were issued the next day. The implication was that the state administration acted promptly once it received the request but it was the hospital that had been sitting on the payments.
Dr Misra, however, told NDTV that the government was only referring to his last letter and he had flagged the lack of funds to the health department earlier too.
"I wrote at least three letters to the health government on 3 July, 19 July and 1 August - and had even flagged the issue in discussions over video conference (with officials in between)," Dr Misra said hours after his suspension was announced in a press conference.
"The delay (in payments) happened because the funds hadn't come in," he said. "The funding was approved by the government on 5 August... and we made the payments (by 11 August)... Then what is our fault," he said, detailing the bureaucratic process that the funds had to clear before the payment could be made to the supplier.
To the government's criticism that he was away in Rishikesh when the hospital started running low on oxygen on 10 August, Dr Misra said he was on sanctioned leave, pointing that hospital staffers had informed him about the shortage and he had, from Rishikesh made arrangements for supply of cylinders.

Chief Minister Yogi Adityanath and Union Health Minister J P Nadda on Sunday visited Gorakhpur’s Baba Raghav Das Medical College Hospital after over 70 children died while undergoing treatment.
A four-year-old boy suffering from encephalitis died on Sunday, taking the total death toll to 72 in the last six days. According to news agency ANI, 11 children died on Saturday and until Friday the death toll stood at 60.
While the recent deaths are being blamed on the possible disruption of oxygen supply in medical wards, the state government ordered a magisterial inquiry into the incident on Saturday.

At a time when the state is mourning the death of over 60 infants in Gorakhpur, Uttar Pradesh Chief Minister Yogi Adityanath has directed preparations for a “grand Krishna Janmashtami celebration”.
In a communique issued late on Sunday to the Director General of Police (DGP) Sulkhan Singh, Adityanath said: “Krishna Janmashtami is an important festival and the police should organise it in a traditional and grand way.”
This comes just days after over 65 children died at the Baba Raghav Das (BRD) medical college within a span of a week in the Chief Minister’s hometown and parliamentary constituency.
Adityanath said this year the festival celebrating the birth of Lord Krishna should be organised “with Indian traditions”.

May be Adityanath is following the example of American Presidents (Bush and Obama et al.). As they did not cancel the NFL Superbowl games and Marathon races etc. (including the Thanksgiving and Christmas celebration etc. in the White house) after the World Trade Center attack and Boston Marathon bombing causing numerous injuries, deaths and leading to huge public anger, the U.P. CM (Adityanath) also is going ahead with the Janmashtami celebration showing that the life must go on in spite of tragedies and that the steps to thwart the tragic situation can be taken even while engaging in regular / normal activities (including celebrations).
